Part of the profit was supposed to go to the budget of Moscow. Tarasov calculated that he would need $2.5 million to implement the lottery: to create a brand, rent a studio, pay for airtime, print tickets, and a distribution service. He received a loan for this amount from Stolichny Bank for a period of one year. Tarasov and his business partner Malik Saidullaev bought the first copies almost completely, spending more than $200 thousand on it. The purchased tickets were distributed by the employees of the Russian Lotto at the entrances to the subway, offering passers-by to turn on the TV at a certain time and play.
