The convolute of the ministries' institutions consists of two parts: the "General Establishment of Ministries" and the "Establishment of Police Ministries".
The "General Establishment of Ministries" is a document prepared by M.M. Speransky, in which he defined the power of ministers as the highest executive, directly subordinate to the supreme imperial authority. This is one of the stages of the ministerial reform initiated in 1802. The document describes the organizational structure of the ministry, the order of formation and job responsibilities.
