The text of the letter:
"To the Chairman of the Council of Ministers of the RSFSR
Comrade SOLOMENTSEV M.S.

Dear Mikhail Sergeyevich,
In 1983, the 110th anniversary of the birth of the brilliant composer and pianist Sergei Vasilyevich Rachmaninov was celebrated. Paradoxically, the significant date may be overshadowed by the final loss of the house where Rachmaninov lived for several years / house No. 11 on Ave. Kalinin/ — the only one of all Moscow buildings /associated with the name of the composer/, placed under state protection on August 13, 1960 by Decree of the Council of Ministers of the RSFSR No. 1327.
In 1981, without coordination with the Council of Ministers of the RSFSR and the Department of Culture of the Moscow City Executive Committee, in violation of existing legislation, the courtyard part of the house where Rachmaninov lived in 1892-1893 was demolished. Here he created the world-famous "Elegiac Trio. In memory of the great artist", dedicated to P.I. Tchaikovsky, the opera "Aleko". Now the threat hangs over the front part of the three-storey stone house facing the avenue. Kalinina. Again, without coordination with the Department of Culture of the Moscow City Executive Committee and in violation of the law, the Inspectorate for the State Protection of Architectural Monuments of Moscow prepared a document on the demolition of the house as not representing historical value. But Rachmaninov lived here for 3 years /1902-05/ and wrote a number of great works that entered the treasury of world musical classics.
The interiors of the house preserve the pristine atmosphere in which musical evenings took place, Rachmaninov's meetings with S.I. Taneyev, F.I. Chaliapin, A.B. Goldenweiser and other figures of Russian culture.
The house has preserved not only the decorative paintings of the walls and ceilings of the grand staircase, made just before the composer's entrance, but also the memorial elements of the decoration of Rachmaninov's apartment /doors, stoves, parquet, ceiling moldings/.
The demolition of this monument will lead not only to the distortion of the preserved old part of the avenue.Kalinin, but, Apparently, also for the subsequent dismantling of the cinema "Khudozhestvenny" (built by the outstanding Russian Soviet architect, academician of architecture F.O. Shekhtel, whose 125th anniversary will be celebrated in 1984), the pavilion of the Arbatskaya metro station /monument of Soviet architecture/, as well as the neighboring magnificent palace buildings.
We consider it extremely important not only to keep House No. 11 intact, but also its subsequent restoration, as well as the installation of a memorial plaque with the composer's profile. As you know, the main value of cultural monuments lies in their authenticity, but with the loss of authenticity, the spiritual essence of the monument is lost."
