The publishing house was founded in 1922 as a party-cooperative publishing house. Non-party workers, Red Army soldiers, and peasants could be members of the cooperative; local organizations of the Russian Communist Party (b) were also shareholders of the publishing house — regional and provincial committees. For a long time, the publishing house was funded directly by Vladimir Lenin.
