Anatoly Chubais is a Soviet and Russian politician, statesman and economic figure, economist. He was one of the main ideologists of privatization, a significant event in the country's history in the 90s.
In August 1992, Russia launched perhaps the most ambitious reform of recent decades - voucher (check) privatization. The Russians were then told that the Soviet model had outlived itself and, in order to accelerate the approach of a "bright future," it was necessary to privatize state property.
No one in the world had any experience of leaving state socialism. There were also no theoretical developments: for the West, the topic was irrelevant, and in social countries, for obvious reason, there could be no talk about such research.
In Russia, the difficulties of the transition period were superimposed on a sense of national humiliation from the collapse of a superpower, and democracy gave unlimited opportunities to put sticks in the wheels of reformers.
Most of all, voucher privatization was remembered by Anatoly Chubais's phrase at a press conference on August 21, 1992, that the voucher is by no means useless, since it "may be enough to purchase two or even three, and if you're lucky, then more Volga cars."
