De Klerk set a course to involve Africans in governing the country. At the beginning of his reign, he released Nelson Mandela from prison, legalized the African National Congress and the Pan-African Congress. In 1991, discriminatory laws on group settlement, population registration and "public safety" were repealed.
In 1990, De Klerk and Mandela began consultations on a new constitution and in December 1991 convened a conference to prepare it. The negotiations were successfully concluded a couple of years later, when De Klerk and Mandela reached an agreement on the establishment of a transitional government with the participation of the National Party and the African National Congress.
De Klerk became the first white South African leader to visit Nigeria in the 1990s. In July 1993, he toured the United States with Mandela. In October of the same year, De Klerk and Mandela were awarded the Nobel Peace Prize.
