The head of the Cheka was F.E. Dzerzhinsky, under his command the Cheka had the right to apply emergency measures against counterrevolutionaries and saboteurs, as well as speculators and bandits.

Pavel Sofinov is a Soviet historian who devoted his life to studying the history of the Civil War and foreign intervention.

The book "Essays on the history of the Cheka" is the first systematic analysis of the activities of the All—Russian Emergency Commission during the existence of the RSFSR. Against the background of the general situation of the Soviet Republic, the author highlights the multifaceted work of the Cheka, its inextricable link with the working masses and the assistance of workers and peasants to the organs of the Cheka. Special attention in the book is paid to the day-to-day management of the Cheka by the Central Executive Committee and personally by V.I. Lenin.
