The handle of the magnifying glass is decorated with a detailed statue of Themis, the goddess of justice in ancient Greek mythology. The Greeks revered her as the guardian of order, moral principles and the entire social order. Themis holds a scale in her right hand. It is a symbol of proportion and justice. Good and evil, guilt and innocence are weighed on the scales of justice. In her left hand, the goddess holds a double—edged lowered sword (the Romans replaced it with the original cornucopia) - a symbol of readiness for retribution. Themis has a blindfold over her eyes (sculptors began using this image only in the Middle Ages). In this case, it is a symbol of impartiality: the judge does not look at the litigants themselves, at their property and social differences, but only listens to the facts and the truth, listening to both sides. With one foot, Themis steps on the head of a snake (a symbol not only of wisdom and power, but also of temptation) lying on a book of laws. The Romans borrowed the beautiful and complex image of Themis from the Greeks in the form of Justice.
The magnifying glass frame is connected to the handle by an Ionic column, a symbol of solidity, inviolability and the rule of law. The exterior of the frame is decorated with an ancient Roman legal proverb in Latin: "Non rex est lex, sed lex est rex" — "Not the king is the law, the law is the king." A Greek meander ornament is depicted inside the frame. The meander element comes from a schematic representation of a trap, a hunting trap for an animal, which is consistent with archaeological sources: the oldest petroglyphs from the era of primitive hunters. It is important for a lawyer not to fall into a trap, and to discern the truth. Some researchers classify the meander as a type of maze. The meander forms a ribbon ornament. The continuity of such a motif ideally expresses the continuity of movement, the passage of time and human life.
