Russian Russian Zemstvo Militia Committee report, the main points of which include preparations for the war with Napoleon, when, as a result of successful actions of Russian intelligence, the command knew in detail the state of the French army; maneuvers of Russian intelligence and equipment strategies, as well as information about the composition of the militia being recruited, information about ranks, salaries, clothing, awards and pensions of soldiers.

It was Moscow that became the center of militia formation and activity in the fight against opponents. An example of the severity of such a struggle was the call of Governor-General Fyodor Rostopchin for the arson of Moscow, which he actively welcomed, unable to carry out a complete evacuation. Subsequently, this fire became perhaps one of the most famous and catastrophic events of the war of 1812.
