During the existence of the Communist Party of the Soviet Union, 25 congresses were held. The XVI and XVII congresses of the CPSU (b), that is, the All-Russian Communist Party of the Bolsheviks (renamed the CPSU in 1952), definitely have an important role in the history of our country.
The XVI Congress was held in Moscow in the summer of 1930. It proclaimed the course for the first five-year plan for the development of the economy, Stalin called for its implementation in four years. The main goal is to transform the USSR from an agrarian country into an industrial collective farm within the framework of a planned economy, increasing industrial productivity to the detriment of light industry. In addition, the congress identified the main tasks of the new stage of building socialism (the plan of expanded socialism), and showed the importance of the fight against Trotskyism and right-wing opportunism.
The XVII Congress, held in the winter of 1934, is called the "Congress of the Victors" or the "Congress of the Executed", since half of its participants were repressed during the Great Terror. It summed up the results of the first five-year plan and defined the tasks for the second five-year plan, which was supposed to turn the USSR into a technically and economically independent state from Western countries. The main attention was paid to heavy industry, the development of ferrous and non-ferrous metallurgy. This is also an interesting strategic decision to build up defense capabilities in a tense international situation. Despite partial democratization in foreign policy and rapprochement with the United States, France and Poland, which were considered potential allies in the fight against fascist expansion, the aggressive policy of Germany and Japan caused ambiguous assumptions about the possibility of a new imperialist war.
