In the USSR, from 1920 to 1961, radio was paid. The main decree on the radio receivers of the population was the order of the Council of People's Commissars of the USSR dated March 7, 1933 "On the introduction of a subscription fee for the use of receivers for radio listening":
1. To introduce a subscription fee for the use of radio listening receivers from January 1, 1933.
2. The subscription fee is charged from the detector receivers in the amount of 3 rubles per year.
3. The subscription fee is charged for lamp receivers in the following sizes: a) for lamp receivers with alternating current for individual use — 24 rubles per year and powered by direct current — 18 rubles per year; b) for lamp receivers for collective use (without a node) — 36 rubles per year; c) for lamp receivers for public use (without a node) — 50 rubles. per year.
Having bought a receiver, a citizen had to register it at the district office of the People's Commissariat of Communications, and then pay a subscription fee. A fine of one ruble per month was due for delay. The penalty for an unregistered tube receiver is 50 rubles, for a detector receiver — 10 rubles.
These tariffs lasted until August 18, 1961, when the Decree of the Council of Ministers of the USSR "On the cancellation of registration of radios and televisions in communication enterprises and the collection of subscription fees for their use" was issued.
