The motto of the order: "For Faith and fidelity" The Imperial Order of St. Andrew the First—Called is the first Russian order in terms of establishment, the highest award of the Russian Empire until 1917. It was founded in 1698-1699 by Peter I and before the establishment of the Order of St. Peter in 1714. Catherine was the only order of the Russian Empire. The first recipient of the order was the diplomat Fyodor Golovin in 1699. According to the charter, the knights of the order must have the highest noble or state rank, military rank not lower than general. The recipient of the order was entitled to the rank of Lieutenant General if he was in a lower rank. The badge of the order was the oblique St. Andrew's cross in blue enamel with the image of the crucified saint. The letters S A R P at the ends of the cross mean: Sanctus Andreas Russiae patronus — St.Andrey, the patron saint of Russia.
