The Order of St. Andrew the First—Called is the first Russian order in terms of establishment, the highest award of the Russian Empire until 1917. It was established in 1698 or 1699 by Peter I and before the establishment of the Order of St. Peter in 1714. Catherine was the only order of the Russian Empire. The first recipient of the order was the diplomat Fyodor Golovin in 1699.
