On April 11 (23), 1857, Emperor Alexander II highly approved a detailed description of the state coat of arms and the state seal. The double-headed eagle as a state symbol appeared in Russia at the end of the XV century.
The composition and drawing of the coat of arms have changed many times over the centuries. The images of the double-headed eagle in the first half of the 19th century were very diverse. He could be under one or three crowns, with a scepter and a power, or with a wreath, lightning bolts (feathers), a torch in his paws, with wings raised or spread.
Under Nicholas I, the simultaneous existence of two types of the state eagle was officially consolidated. One type of eagle with outstretched wings, under one crown, with the image of St. George on its chest and with a scepter and a power in its paws. Another type is with raised wings, which depict the titular coats of arms: on the right — Kazan, Astrakhan and Siberian, on the left — Polish, Tauride and Finnish.
